Human Capital Management (HCM) and Workforce Management Business Analyst (Contract)

We are relying on Legacy, problematic and non-compliant applications to deliver critical Human Capital Management (HCM) and Workforce Management (WFM) capabilities for the management of ~15,200 employees. There are significant and worsening functionality gaps and inefficiencies in recruitment, onboarding of new employees, employee management, payroll accuracy and reporting. Effectiveness is further hampered by a lack of integration between Legacy modules from a business process and data perspective, and there are significant security concerns. This is all contributing to a staff turnover of ~85% per annum and a significant amount of administrative headcount. We are requesting funding for a business transformation that will address this.

What we're doing is;

  • The original Programme scope was to deliver an HCM and WFM transformation for a wholly separate legal entity.
  • The only shared services that this entity would have were those of Infrastructure and Identity, Security & Access Management.
  • However, it subsequently transpired that in addition to shared infrastructure, there were shared applications which would be impacted as a consequence of the Programme and which would require change; this change could impact processes and systems.
  • We do not have a mature service catalogue or enterprise architecture and before any changes can be made to existing applications, an impact analysis needs to be performed.
  • This would enable us to make an informed business decision on whether change is possible, how it would impact and assess the effort and cost required to make that change.
  • It is also to enable to make key decisions on who will be accountable and who is going to do the work.
  • This document should serve as a decision support tool to enable the Programme, identify risk of change within the universe and to plan for that
